15 mai 2019L’année dernière, le gouvernement a instauré la sélection à l’entrée de l’enseignement supérieur, à travers la loi ORE. Face à cette réforme, la contestation étudiante fut grande. Pourtant le gouvernement a fait le choix cette année encore de maintenir sa décision d’envoyer des milliers de jeunes dans le mur.
C’est pourquoi, nous faisons le choix de lancer à nouveau cette année le dispositif SOS Inscription. Nos organisations, composées principalement de bénévoles et de militant∙e∙s, représentant les lycéen∙ne∙s, les étudiant∙e∙s et les parent∙e∙s d’élèves, s’associent afin de permettre d’accompagner chaque jeune qui rencontrerait des difficultés.

La CAES est la Commission d’Accès à l’Enseignement Supérieur. Il existe une commission par académie, placée sous l’autorité du recteur, composée d’un président d’université, et de responsables de STS, classe prépa, IUT.
Les commissions d’accès à l’enseignement supérieur sont accessibles :
- aux candidat·e·s après les résultats du Bac (le 5 juillet)
- pour celle et ceux inscrit×e×s en procédure complémentaire (à partir du 25 juin)
Les candidat·e·s ayant candidaté uniquement dans des formations sélectives et n’ayant obtenu que des réponses négatives, peuvent demander un rdv individuel ou collectif dans leur établissement ou un CIO, à partir du 15 mai. Mais eux aussi n’auront accès à la CAES qu’à partir du 5 juillet : ils restent donc plus d’un mois sans prise en charge.
ATTENTION : C’est au candidat de faire la démarche d’aller sur la rubrique “CAES” dans Parcoursup, et de cliquer sur la case dédiée pour confirmer qu’il souhaite être aidé. Ensuite, il est expliqué que la commission va travailler en s’appuyant dans un premier temps sur la “préférence” d’orientation exprimée par les candidats au moment du remplissage de leurs dossiers sur Parcoursup. L’objectif est de faire une ou des propositions au candidat qui soient en phase avec son projet d’étude, mais il ne s’agira alors que de propositions dans des filières non-sélectives. De plus, les établissements universitaires étant surchargés de demandes, il n’est en réalité pas du tout garanti que cette proposition corresponde vraiment à ce que tu désires.
Tous les échanges se feront par mail ou par la messagerie dédiée dans Parcoursup.

Attention, il faut savoir que ce sont les commissions rectorales qui te feront une ou des propositions d’inscriptions. Ce n’est donc pas toi qui peux choisir librement tes possibilités d’inscription.
Pour lutter contre la sélection et aider les jeunes à trouver des solutions d’inscriptions dans la filière universitaire de leur choix, nous faisons le choix de nous organiser pour militer contre la mise en place de la sélection à l’entrée de l’université. Remplis ci-joint le formulaire. Des militant∙e∙s de nos organisations essaieront de te venir en aide, et ils chercheront avec toi une solution pour t’inscrire dans la filière universitaire de ton choix.

L’objectif de cet outil est double. Du côté des universités, il est pensé pour lutter contre l’engorgement dû à la forte demande. Du côté des candidat·e·s, il permettrait d’éviter de perdre un vœu faute d’avoir répondu (dans des délais très courts, rappelons-le).
Accessible à partir du 25 juin, le répondeur automatique te permettra d’automatiser ta réponse aux futures propositions qui te seront faites. Le candidat×e peut soit flécher le vœu qu’il veut absolument avoir (et ainsi dès qu’il a une réponse positive la plateforme validera celui-ci et renoncera aux autres vœux), soit lister les vœux qu’il souhaite obtenir en les classant. En cela, on revient sur quelque chose de très similaire à APB, à la seule différence que le recours au répondeur automatique est optionnel et n’apparaît qu’en fin de procédure.
Cet outil permet d’éviter de forcer les candidat·e·s à se connecter tous les jours, mais il risque aussi de créer des problèmes supplémentaires (bug informatique, erreur de manipulation…). Il faut donc être très vigilant.

Mis en place pour « aider les candidat·e·s dans l’évolution de leurs vœux d’orientation », ces points d’étape ne sont en fait qu’un moyen de réduire plus rapidement le nombre de candidat·e·s en attente. Les modalités précises de ce dispositif ne sont pas encore communiquées.
- Le premier point d’étape aura lieu du 25 juin au 27 juin
- Le deuxième point d’étape aura lieu du 06 juillet au 08 juillet
Le message sera le suivant : si on a que des vœux en attente, il faut préciser lesquels maintenir. Si on a une proposition avec des vœux en attente, il faut accepter la proposition et préciser quels vœux en attente maintenir.
- Le troisième point étape aura lieu du 17 juillet au 19 juillet
Le message sera le suivant : si on a une proposition avec des vœux en attente, il faut accepter le choix d’inscription.
Ces points d’étape vont donc très certainement encourager des milliers de jeunes à accepter une inscription dans une filière qui ne correspond pas à celle de leur choix, profitant de l’état de stress dans lequel ils seront pendant cette attente pour les influencer dans cette voie.

Le terme « filière en tension » désigne les filières universitaires qui reçoivent plus de dossiers d’inscription qu’elles n’ont de places disponibles. Autrement dit, ces filières ne sont pas en capacité d’accueillir l’ensemble des bachelier-e-s qui les ont demandées.
En réalité, cette capacité d’accueil est définie par les établissements universitaires en lien avec le rectorat, en fonction des moyens qui leurs sont respectivement accordés. Or, en raison du manque d’investissement financier à destination de l’enseignement supérieur, nos universités n’ont pas les moyens financiers nécessaires pour que leurs capacités d’accueil répondent aux besoins des étudiant-e-s. Ainsi, plutôt que d’adapter nos établissements universitaires à nos besoins, le gouvernement fait le choix de forcer les étudiant∙e∙s à s’adapter eux au sous-financement de l’enseignement supérieur. Cela va se traduire concrètement par des milliers de jeunes qui n’auront pas accès à la filière universitaire de leur choix.
Cette réforme annonce donc une nouvelle année universitaire avec un nombre particulièrement important de filières “en tension”.

Non ! La réforme ne garantit pas l’accès à la filière de son choix, au contraire. Le plan étudiant supprime ce principe. Elle le remplace par le principe d’accès à une filière universitaire. Autrement dit, « en principe » tu as accès à une filière mais rien ne garantit que tu aies accès à la filière universitaires de ton choix. Pourtant, il manque encore plusieurs dizaines de milliers de places dans l’enseignement supérieur pour accueillir l’ensemble des jeunes cette année. Le nombre de jeunes se retrouvant sans inscription va donc, très certainement, être encore important cette année.
D’autant plus que les établissements universitaires ont la possibilité désormais de sélectionner les étudiant-e-s dès lors que leur filière est en tension (reçoit plus de dossiers qu’il n’y a de places disponibles). Rien ne garantit donc que tu aies accès à la filière universitaire de ton choix, surtout s’il s’agit d’une filière dite « en tension ».

La mise en place de la sélection par le gouvernement se traduit par la mise en place d’attendus. Chaque établissement va définir les attentes qu’il a des bachelier-e-s qui souhaitent accéder à une de ses filières. Sur la base de ces attendus, les établissements vont sélectionner les étudiant-e-s admis dans leurs filières.
C’est sur la base de ces attendus et de ces critères que les établissements vont sélectionner les dossiers et prendre leur décision. Ils pourront alors faire l’une des réponses suivantes :
– OUI : l’étudiant-e est accepté-e
– OUI SI : l’étudiant-e est accepté-e mais devrait subir un dispositif pédagogique de rattrapage (année supplémentaire d’étude, cours de rattrapage, etc.).
– NON : l’étudiant-e n’est pas accepté-e
– En attente : l’établissement a accepté d’autres dossiers et tu fais partie du bas de la pile. Tu dois attendre, et espérer que les étudiant-e-s qui sont mieux classé-e-s que toi renoncent à cette formation.
De plus, les candidat·e·s devront faire face cette année à un nouvel outil de dissuasion. En effet, sera maintenant affiché sur la plateforme le rang du dernier appelé, dans une volonté de vous permettre d’“évaluer votre chance”. En réalité, cette information n’est qu’une autre façon de vous décourager face à la longueur de la liste d’attente, pour vous inciter ainsi à accepter une autre proposition.
Est-ce que toutes les universités et toutes les filières ont les mêmes critères de sélections ?
Non ! La réforme du gouvernement ne va pas s’appliquer de la même manière en fonction de notre lieu d’étude ou de vie. Chaque université a la possibilité de décider, seule, les attendus de ses filières. Autrement dit, entre deux filières similaires sur deux établissements différents, tu ne seras pas confronté-e aux mêmes critères de sélection. Cette situation est ainsi créatrice d’une profonde inégalité.
D’autant que Parcoursup va plus loin. Dès lors qu’au sein d’un établissement une filière universitaire est en tension (reçoit plus de demandes qu’il n’y a de places disponibles), le gouvernement organise la mise en place de la sélection à l’entrée de cet établissement. Autrement dit, si tu souhaites t’inscrire dans une filière mais qu’elle est en tension, tu n’auras pas les mêmes chances de réussites qu’un-e autre.

Tu as la possibilité de remplir jusqu’à 10 vœux. Les vœux, cette année, ne sont pas ordonnés. Les 10 vœux que tu as choisis sont considérés comme prioritaires. Tu n’as pas à les organiser en ordre de priorité. Tu peux toutefois indiquer quel vœu à ta préférence.
Attention, Parcoursup permet aux établissements de sélectionner leurs étudiant-e-s. Cela signifie qu’il n’y a aucune garantie qu’au début ou à la fin de la procédure, tu obtiennes une réponse positive. Il est ainsi possible de se retrouver sur liste d’attente, pour l’ensemble de ses vœux. Dans ce cas-là, cela voudra dire que, victime de la sélection, tu n’auras pas d’autre choix que de te tourner vers la procédure complémentaire et d’espérer que la commission pilotée par le recteur te propose une formation proche de ton projet d’étude.
Parcoursup n’offre ainsi aucune garantie d’étudier dans la filière de son choix et surtout acte le fait que les établissements ont la possibilité de te sélectionner en te mettant en bas de la liste !

Les délais de Parcoursup sont très restreints donc il faut être très attentif.
Du 22 janvier au 03 avril : Il s’agit de la phase de formulation des vœux.
Du 04 avril au 14 mai : Les établissements vont examiner les vœux et seront amenés à sélectionner les jeunes.
Le 15 mai : Tu reçois les premières réponses à tes vœux.
ATTENTION : cette année les délais de réponse sont encore plus courts. Il faut donc être très attentif. Si on ne répond pas à une proposition dans les délais, on perd toutes ses propositions ainsi que ses vœux en attente. Il sera cependant possible de demander le rétablissement de ses vœux en attente dans un délai de 5 jours.
- Pour une proposition reçue entre le 15 mai et le 19 mai : il faut répondre dans un délai de cinq jours, c’est-à-dire avant la fin du quatrième jour suivant le jour au cours duquel tu as reçu une proposition (j+4)
- Pour une proposition reçue entre le 20 mai et le 19 juillet : il faut répondre dans un délai de trois jours, c’est-à-dire avant la fin du deuxième jour qui suit le jour au cours duquel tu as reçu une proposition (j+2)
Comme tu peux le voir, ce calendrier n’est pas le plus favorable à notre réussite et à la poursuite de nos études. C’est pourquoi l’UNEF, l’UNL, PLUS et la FCPE seront présents tous au long du processus pour t’accompagner et t’aider en cas de difficulté.
Par ailleurs, si tu te retrouves sur liste d’attente ou refusé-e dans la filière de ton choix, n’hésite pas à remplir ce formulaire.
Du 17 juin au 24 juin : Aucune réponse ne pourra avoir lieu pendant les épreuves du baccalauréat, et tu n’auras pas besoin non plus de donner de réponses sur la plateforme. Pendant cette période, le décompte des délais applicables pour accepter les propositions faites par les établissements, ou y renoncer, est suspendu.
Le 25 juin : Mise en place de la procédure complémentaire
Une commission pilotée par le recteur proposera une affectation aux bachelier-e-s qui n’auront toujours obtenu aucune réponse positive dans la limite des places disponibles. Autrement dit, à ce moment-là de l’année, au vu du manque de places dans les établissements universitaires, tu n’auras aucune garantie de pouvoir t’inscrire dans la filière de ton choix. D’autant plus qu’au vu du nombre de jeunes sans inscription à la rentrée 2018, et de la hausse du nombre de jeunes bachelier-e-s amenés à rejoindre l’enseignement supérieur, le nombre de jeunes sans inscriptions risque d’être encore particulièrement important cette année.
Du 25 juin au 19 juillet inclus : Reprise de la procédure principale en parallèle de la procédure complémentaire.

“Parcoursup” est la nouvelle plateforme d’inscription des étudiant-e-s dans le supérieur. Elle remplace APB. Elle entraine un grand changement par rapport à son prédécesseur : la mise en place de la sélection.
Parcoursup autorise les établissements universitaires à sélectionner les étudiant-e-s dans l’ensemble des filières où ils rencontreraient plus de demandes qu’ils ne disposeraient de places. En réalité le nombre de filières “en tension” est en augmentation, ce sont plusieurs milliers de jeunes qui se sont retrouvés sans inscription à la rentrée 2018. Les filières de STAPS, Psycho, Droit et PACES sont les filières les plus demandées en France, en pratique ce sont des milliers de jeunes qui n’auront plus accès à la filière universitaire de leur choix.
